24.1 Objective and Scope of Application

24.1.1 This standard specifies the minimum hygiene and comfort conditions to be observed by organizations. The scale of all facilities regulated by this NR shall be determined based on the maximum number of workers in a single shift.

24.1.1.1 For the purposes of this NR, user workers, hereinafter referred to as workers, mean all employees in the establishment who regularly use the facilities specified herein.

 

24.2 Sanitary Installations

24.2.1 Every establishment shall be equipped with sanitary installations including siphon water closet with seat and cover as well as wash basin.

24.2.1.1 Male sanitary facilities shall be equipped with urinals, except for those mainly for individual use, and the following provisions shall be observed:

24.2.3 Sanitary installations shall:

a) be kept in good maintenance, clean and hygienic condition;

b) have floors and walls covered with impermeable and washable materials;

c) keep sanitary fixtures intact;

d) be equipped with containers for waste paper disposal;

e) have natural outdoor ventilation or forced ventilation systems;

f) be connected to running water and public sewage networks or other health-safe systems complying with local regulations;

g) be connected to workplaces via covered passages if located outside the main building.

 

24.3 Sanitary Components

 

Water Closets

24.3.1 Compartments for water closets shall:

a) be single occupancy;

b) be fitted with partitions of sufficient height to ensure privacy, with bottom gaps for cleaning and ventilation;

c) be equipped with separate doors fitted with privacy locks;

d) be provided with toilet paper holders and waste paper containers if paper disposal into closets is prohibited. Containers for female areas shall be covered;

e) comply with local construction codes. In absence of such codes, keep a clear space of at least 0.60 meters in diameter between the front edge of the closet and closed door.

 

Urinals

24.3.2 Individual urinals or collective trough urinals with partitions may be installed.

24.3.2.1 For collective trough urinals with partitions, each section of no less than 0.60 meters shall be counted as one unit for quantity calculation.

24.3.2.2 For collective trough urinals without partitions, each section of no less than 0.80 meters shall be counted as one unit for quantity calculation.

24.3.2.3 Urinals shall be made of impermeable materials and kept clean and hygienic.

 

Wash Basins

24.3.3 Wash basins can be individual type, trough type or combined counter type with multiple basins and taps. Each section of 0.60 meters shall be regarded as one unit for quantity allocation.

24.3.4 Hand cleaning, wiping or drying supplies and facilities shall be provided beside wash basins, and shared towels are prohibited.

 

Showers

24.3.5 One shower shall be provided for each group of workers or part thereof as follows:

a) One shower for every ten workers engaged in work involving exposure and handling of infectious materials, toxic substances, irritants or aerosols adhering to workers' skin and clothes;

b) One shower for every twenty workers engaged in work with dust adhesion, heavy physical labor or intense high-temperature working environment.

24.3.5.1 Where showers are required, they shall be inside or adjacent to dressing rooms.

24.3.6 Shower compartments shall:

a) be single independent units and kept well-maintained, clean and hygienic.

b) be fitted with access doors to ensure privacy;

c) be equipped with hot and cold water showers;

d) have floors and walls paved with impermeable and washable materials;

e) be provided with holders for soap and towels;

f) conform to local building codes in dimensions, or be no less than 0.80 meters by 0.80 meters if no relevant codes exist.

 

24.4 Dressing Rooms

24.4.1 All establishments shall be equipped with dressing rooms under the following circumstances:

a) Work requires wearing work clothes or uniforms that must be changed on site;

b) The workplace is required to be fitted with showers.

24.4.2 The size of dressing rooms shall be determined according to the number of users up to 750 workers. Calculation formula: minimum dressing room area per worker=1.5-(number of workers/1000).

24.4.2.1 For establishments with more than 750 workers, the minimum dressing room area per worker shall be 0.75 square meters.

24.4.3 Dressing rooms shall:

a) be kept well maintained, clean and hygienic;

b) have floors and walls covered with impermeable and washable materials;

c) be naturally ventilated outward or equipped with forced ventilation systems;

d) be furnished with sufficient impermeable washable seats matching the number of workers;

e) be provided with single or double individual lockable lockers.

 

Lockers

24.4.4 Shared use of single lockers among users is permitted, excluding lockers used for storing Personal Protective Equipment and clothes contaminated with infectious materials, toxic substances, irritants or dirt.

24.4.5 Double-compartment lockers or two separate single lockers shall be provided for workers exposed to and handling infectious materials, toxic substances, irritants, aerosols and dust-adhering substances.

24.4.5.1 Enterprises that conduct daily clothing sanitation or provide disposable work clothes are exempted from providing double-compartment lockers or two single lockers, provided that one single locker is available for workers to store personal daily clothes.

24.4.6 Single lockers shall be large enough for workers to store personal clothes and articles, with minimum dimensions: height 0.40m, width 0.30m, depth 0.40m.

24.4.6.1 Minimum dimensions for double-compartment lockers:

a) Height 0.80m, width 0.30m, depth 0.40m with partition. Each compartment is 0.40m high for storing casual clothes and work clothes separately;

b) Height 0.80m, width 0.50m, depth 0.40m with vertical division into two 0.25m-wide spaces to fully separate casual clothes from work clothes.

24.4.7 Enterprises providing luggage and personal article storage services are exempted from equipping lockers.

24.4.8 Enterprises exempted from setting dressing rooms shall provide lockable cubbies, drawers or equivalent facilities for personal belongings storage, or offer storage services.
