26.1 Objective
26.1.1 This Regulatory Standard lays down provisions on safety signs and identification marks to be adopted in workplaces.
26.2 Scope of Application
26.2.1 The preventive measures specified in this standard apply to all premises and workplaces.
26.3 Color Signage
26.3.1 Safety colors shall be applied in workplaces to indicate and warn of existing dangers and risks.
26.3.2 Colors used for safety equipment marking, area division, pipeline identification for liquids and gases and risk warning shall comply with official technical standards.
26.3.3 The use of colors shall not exempt the adoption of other accident prevention methods.
26.3.4 Color usage shall be minimized to avoid distraction, confusion and visual fatigue of workers.
26.4 Chemical Product Identification
26.4.1 Classification
26.4.1.1 Chemicals used in workplaces shall be classified according to their hazards to workers' safety and health in line with the criteria set by the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS).
26.4.1.1.1 Hazardous substances shall be classified based on harmonized classification lists or tests required by classification procedures.
26.4.1.1.1.1 In the absence of national harmonized classification lists for hazardous substances, international lists may be adopted.
26.4.1.1.2 All classification matters shall comply with official technical standards.
26.4.2 Preventive Labelling
26.4.2.1 Preventive labelling consists of written, printed or graphic information concerning chemical products, which shall be fixed, printed or attached to product packages.
26.4.2.1.1 All provisions on preventive labelling shall comply with official technical standards.
26.4.2.2 Preventive labels for chemicals hazardous to workers' safety and health shall follow GHS specifications, including the following elements:
a) Chemical identification and composition
b) Hazard pictograms
c) Signal word
d) Hazard statements
e) Precautionary statements
f) Supplementary information
26.4.2.3 Chemicals not classified as hazardous to workers' safety and health under GHS shall be affixed with simplified preventive labels, indicating at least product name, non-hazardous statement and precautionary advice.
26.4.2.4 Sanitary products notified or registered with Anvisa are exempted from complying with the preventive labelling requirements specified in 26.4.2.1, 26.4.2.1.1 and 26.4.2.2.
26.4.3 Safety Data Sheet
26.4.3.1 Manufacturers or domestic suppliers for imported goods shall prepare and provide Safety Data Sheets for all classified hazardous chemicals.
26.4.3.1.1 The format and content of safety data sheets shall comply with GHS requirements.
26.4.3.1.1.1 For mixtures, the sheet shall clearly state the name and concentration or concentration range of ingredients that:
a) Are harmful to workers' health and reach or exceed the concentration cutoff values specified by GHS for each hazard class and category;
b) Have established occupational exposure limits.
26.4.3.2 All provisions concerning safety data sheets shall comply with official technical standards.
26.4.3.3 The provisions of item 26.4.3.1 also apply to chemicals not classified as hazardous, whose intended or recommended uses may pose risks to workers' safety and health.
26.5 Workplace Safety and Health Information and Training
26.5.1 The enterprise shall ensure workers have access to safety data sheets of chemicals used at work.
26.5.2 Workers shall receive training covering:
a) Understanding chemical preventive labels and safety data sheets;
b) Chemical hazards, risks, safety precautions and emergency response procedures.
