23.1 Objective
23.1.1 This Regulatory Standard (NR) sets forth fire prevention measures in workplaces.
23.2 Scope of Application
23.2.1 The prevention measures stipulated in this NR apply to establishments and workplaces.
23.3 Fire Prevention Measures
23.3.1 All organizations shall adopt fire prevention measures in accordance with state legislation and where applicable, supplementarily comply with official technical standards.
23.3.2 The organization shall provide all workers with information on:
a) the use of fire fighting equipment;
b) emergency response procedures and safe evacuation procedures of workplaces;
c) existing alarm devices.
23.3.3 Workplaces shall be equipped with sufficient exits arranged to allow personnel to leave quickly and safely in case of emergency.
23.3.4 Emergency openings, exits and passages shall be marked and signposted in accordance with state legislation and applicable official technical standards to indicate exit directions.
23.3.4.1 All openings, exits and passages shall be kept unobstructed.
23.3.5 No emergency exit shall be locked or blocked during working hours.
23.3.5.1 Emergency exits may be fitted with locking devices enabling easy opening from inside the premises.
